What Actually Works Right Now
You cannot solve a physical infrastructure disconnect with encryption alone. During a hard shutdown, the only viable approaches exploit whitelisted infrastructure that Iran can't fully block, dynamic residential IPs that are hard to enumerate, or satellite links that skip terrestrial routes entirely.
CDN-Routed Proxy (Hiddify + Cloudflare)
Iranian government and banking infrastructure depends on Cloudflare. If you route your proxy traffic through Cloudflare's CDN edge network, your connection looks like HTTPS traffic to Cloudflare's whitelisted IPs, and your actual server stays hidden behind them.
Hiddify's VLESS + WebSocket + CDN protocol does this during the blackout. Once connectivity returns (with heavy DPI censorship), Hiddify's XTLS-Reality protocol also becomes useful: it makes a direct connection to your server look like a normal visit to google.com at the TLS level, defeating packet inspection.
Requires: someone outside Iran sets up a server (~30 min). CDN routing works when Cloudflare routes are reachable. Reality works once direct routes come back with DPI filtering.
Dynamic IP Circumvention (Psiphon, Snowflake, Lantern)
Each tool works differently. Psiphon rotates through a large pool of servers using VPN/SSH/HTTP proxy techniques. Snowflake routes traffic through volunteer browsers using WebRTC, so the IPs are residential and nearly impossible to enumerate. Lantern uses proxy servers with domain fronting and obfuscation. All three are much harder to block than a static datacenter IP.
Requires: only the person in Iran installs an app. Works when any routing leaks exist.
Satellite Internet (Starlink)
When terrestrial fiber is cut, satellite terminals skip domestic gateways entirely. This is the most reliable way through a complete shutdown, but it requires physical hardware inside Iran and is subject to active signal jamming.
Requires: a Starlink terminal physically in Iran. Warning: the state is deploying military-grade frequency jammers.

When terrestrial fiber gateways are completely severed, satellite terminals are the only guaranteed way through. Starlink operates independently of Iran's domestic routing infrastructure.

Why Set Up Infrastructure Now?
Iran's shutdowns follow a pattern: total blackout, then partial restoration with heavy censorship, then "normal" censorship. Even when connectivity comes back, it does not come back to a free internet. It comes back to aggressive DPI filtering, SNI blocking, and IP blacklisting. That is exactly what Hiddify's protocols (VLESS+Reality, CDN routing) are built to defeat.
If you have a server already configured and running, your contacts can connect the moment their region gets any connectivity back, without you scrambling to set anything up. The 2019 shutdown lasted ~11 days. The 2022 shutdowns were regional and intermittent. This one will end too, and when it does, heavy censorship will take its place. Why don't normal VPNs work right now?
The current blackout is not standard censorship (DPI/filtering). Iran has altered BGP routes at the infrastructure level, null-routing all international traffic. Packets destined for any public datacenter IP (AWS, DigitalOcean, etc.) are simply dropped before they leave the country. No amount of encryption or protocol obfuscation can fix a route that does not exist.
How does CDN routing bypass the blackout?
Iran's government and banking infrastructure depends on Cloudflare and similar CDN providers. Completely blocking Cloudflare would break critical domestic services. If you route your proxy traffic through Cloudflare's edge network (using VLESS+WebSocket+CDN), your connection looks like legitimate traffic to a whitelisted IP address. The actual destination (your AWS server) is hidden behind Cloudflare.
This is not guaranteed. Iran can selectively block specific Cloudflare IP ranges. But it is the most viable software approach during a hard shutdown.
What is Hiddify?
Hiddify is an open-source anti-censorship tool built by Iranian developers. It supports advanced protocols like VLESS+Reality, Hysteria2, and VLESS+WebSocket+CDN that can get past deep packet inspection and infrastructure-level blocking. The software is free. You only pay for server hosting.
What should people inside Iran try first?
In order of likelihood to work during the current blackout:
- Psiphon - built for exactly this scenario, uses dynamic IPs, widely used in Iran right now
- Hiddify app with a subscription link from a server configured with CDN routing
- Tor with Snowflake bridges - uses WebRTC volunteer proxies
- Lantern - peer-to-peer routing
If none of these work, the routing from their region is completely severed and only satellite (Starlink) can help.

Is this legal?
Setting up a proxy server or running circumvention tools from outside Iran is legal in the US, EU, Canada, and most other jurisdictions. Helping people access information freely is a fundamental right recognized by the UN.
Inside Iran, the government has banned unauthorized VPNs. While millions use them daily, enforcement risk is elevated during active crackdowns and protest periods like the current one. People in Iran should be aware that using circumvention tools carries real legal risk, especially right now.

Safety tips for people inside Iran
- Share proxy configs and circumvention tool links over encrypted channels only (WhatsApp, Signal). SMS is monitored.
- Delete circumvention apps from your phone before crossing checkpoints or interacting with authorities.
- Be aware that traffic analysis can reveal VPN usage even with encrypted protocols. Use Hiddify's CDN or Reality modes which are harder to fingerprint.
- Avoid using circumvention tools on the same device you use for government services or banking apps.

چرا VPNهای معمولی الان کار نمیکنند؟
قطعی فعلی سانسور معمولی (DPI/فیلترینگ) نیست. ایران مسیرهای BGP را در سطح زیرساخت تغییر داده و تمام ترافیک بینالمللی را null-route کرده. بستههایی که به هر IP دیتاسنتر عمومی ارسال شوند، قبل از خروج از کشور حذف میشوند. هیچ مقدار رمزگذاری نمیتواند مسیری که وجود ندارد را ترمیم کند.
مسیریابی CDN چگونه قطعی را دور میزند؟
زیرساختهای دولتی و بانکی ایران به کلودفلر و ارائهدهندگان CDN مشابه وابسته است. مسدود کردن کامل کلودفلر سرویسهای حیاتی داخلی را خراب میکند. اگر ترافیک پروکسی خود را از طریق شبکه CDN کلودفلر عبور دهید (با استفاده از VLESS+WebSocket+CDN)، اتصال شما شبیه ترافیک عادی به یک IP مجاز به نظر میرسد. مقصد واقعی (سرور AWS شما) پشت کلودفلر پنهان است.
این تضمینشده نیست. ایران میتواند محدودههای IP خاصی از کلودفلر را مسدود کند. اما مناسبترین روش نرمافزاری در شرایط قطعی سخت است.

در داخل ایران، دولت VPNهای غیرمجاز را ممنوع کرده. اگرچه میلیونها نفر روزانه از آنها استفاده میکنند، خطر پیگرد قانونی در دوران سرکوب و اعتراضات فعال مانند الان بالاتر است. افراد در ایران باید بدانند که استفاده از ابزارهای ضد سانسور خطر واقعی قانونی دارد، به خصوص در شرایط فعلی.

نکات امنیتی برای افراد در ایران
- تنظیمات پروکسی و لینکهای ابزار ضد سانسور را فقط از کانالهای رمزگذاریشده به اشتراک بگذارید (واتساپ، سیگنال). پیامک تحت نظارت است.
- اپهای ضد سانسور را قبل از عبور از ایستهای بازرسی یا برخورد با مقامات از گوشی پاک کنید.
- توجه داشته باشید که تحلیل ترافیک میتواند استفاده از VPN را حتی با پروتکلهای رمزگذاریشده فاش کند. از حالتهای CDN یا Reality در Hiddify استفاده کنید که شناساییشان سختتر است.
- از استفاده ابزار ضد سانسور روی همان دستگاهی که برای خدمات دولتی یا بانکداری استفاده میکنید خودداری کنید.
